MANUSCRIPT PREPARATION:

Manuscripts should be specially prepared for publication in this TRANSACTIONS and submitted electronically via the IEEE Author Portal.

  • Format: The required format of the manuscript is in the IEEE two-column template with figures and captions included in the text. The template for Papers can be downloaded here. The template for Communications can be downloaded here. Please follow instructions given in the template. More templates in different formats (LaTeX, Bibliography) can be found here. For Comments and Errata, this form of the documentclass \documentclass[10pt, technote]{IEEEtran} should be used.
  • Text: All text should be in Times New Roman font. For Paper submissions, the main text is 10-point, abstract is 9-point font and tables, references and captions are 8-point font. For Communication and Comment submissions, the main text is 9-point, abstract is 8-point font and tables, references and captions are 8-point font.
  • Figures: Figures should be easily viewed on a computer screen. Please do not attach separate tables and figures in the initial review process as they are only required after acceptance.
  • Color: Color should be avoided unless the paper is intended to be published with color figures at extra costof $275 USD per printed color figure. For details, refer to IEEE Author Center webpage.
  • Figure Text: Use large lettering (10 to 12-point font), and label axes carefully.
  • Index Term: The inclusion of a detailed “index term” would highly facilitate the selection of review panel.  Please choose keywords for indexing your paper from the IEEE Approved Indexing Keyword List here
  • Affiliations: Authors should provide their complete affiliations and contacts in the submission record, otherwise the submission will be returned.

USE OF THE INTERNATIONAL SYSTEM OF UNITS:

Only SI units and those units recognized for use with the SI are used to express the values of quantities. Equivalent values in other units are given in parentheses following values in acceptable units only when deemed necessary for the intended audience. A quick guide to the use of SI units is provided here.

CONFERENCE PAPERS VS JOURNAL PAPERS:

[In the following, Editors refers to the Editor-in-Chief, the Track Editors, and the Associate Editors]

  • TAP Editors, and Reviewers are instructed to consider conference and journal papers as totally separate venues for publication.
  • TAP does not publish conference papers. In fact, a full-length conference paper cannot simply be republished in TAP verbatim without “substantial” differences.
  • Sometimes two different conference papers are “combined” into a journal paper. This is acceptable, as long as the resulting journal paper is coherent and of high quality.
  • IEEE policy simply requires “substantial” differences, with the meaning of “substantial” being at the discretion of the Editors. Examples of “substantial” difference include, but are not limited to, addition of new results, but may also imply more details on the theory, implementation, measurements…
  • Text and figures can in fact be exactly copied from the conference paper(s) into the journal paper. This is not double publishing. At least a slightly different title should be used for the journal paper, to describe the typically broader journal contribution and to avoid confusion in the archival record. Authors must cite the conference version when submitting the journal paper in two places: (i) in the Manuscript Central field requesting this information, (ii) in the journal paper itself. See PSPB Ops Manual 8.2.4.G.2: “...Section 8.2.1.B.11 requires that the author(s) cite the previous work(s) and very clearly indicate how the new submission differs from the previously published work(s).” Authors should provide a copy of the conference paper when they submit their manuscript.
  • It is the responsibility of the Authors to ensure that any copyright commitments they have made outside the IEEE, however, are not violated by the eventual IEEE journal publication.

There does not need to be a summary explaining the differences/similarities, since they are assumed and allowed to be quite similar, simply the existence of such a paper must be acknowledged. However, authors are encouraged to explain what the new material is to assist the reviewers in their evaluation.

Overall rationale for this policy: Authors should be encouraged to present their work to the community at IEEE conferences, which inevitably involves publishing a conference version. A policy that prevented conference papers from being later published in a journal version would have the opposite effect and discourage researchers from presenting their best work at conferences. Similarly, it would damage the quality of IEEE journals if innovative ideas are barred from publication in them, simply because they have been presented in a conference format.

This rationale is in agreement with Section 8.1.7.F of the IEEE Publications and Services Products Board Operations Manual which states that

“ … IEEE Policies, Section 6.4, specifies that IEEE's technical publications shall include original material, which appears only once in the archival literature, and Section 1.3.A of this Manual presents a definition of an archival publication. Nevertheless, it is common in technical publishing for material to be presented at various stages of its evolution, such as publishing early ideas in a workshop, more developed work in a conference, and fully developed contributions as journal or transactions articles. IEEE recognizes the importance of this evolutionary publication process as a significant means of scientific communication and fully supports this publishing paradigm, but IEEE requires that this evolutionary process be fully referenced … ”

 

ELECTRONIC SUBMISSION:

It is the policy of the IEEE to own the copyright to the technical contributions it publishes on behalf of the interests of the IEEE, its authors, and their employers, and to facilitate the appropriate reuse of this material by others. To comply with the U.S. Copyright Law, authors are required to submit an IEEE Electronic Copyright Form in IEEE Author Portal before their manuscripts can be published.. This form returns to authors and their employers the full rights to reuse their material for their own purposes.

PAGE CHARGES:

All Authors are requested to honor page charges of $110 per printed page for the first eight pages of a Paper and for the first four pages of a Communication. Payment of page charges for this IEEE TRANSACTIONS is not a necessary prerequisite for publication. A Page Charge Form must be completed and returned to IEEE (following the detailed instructions accompanying final proofs) before a manuscript can be published.[Top]

CHARGES FOR EXCESSIVE LENGTH:

A mandatory EXCESSIVE PAGE LENGTH charge of $200 per page is required for Papers longer than eight (8) printed pages and Communications longer than four (4) printed pages with a possible exemption for one (1) overlength page of references.

Overlength (OPC) page charges will be computed according to the following algorithm:

  1. For Regular papers that have at least one full page of references, and the paper totals 9+ pages, the author receives the 9th page free of OPC (fees apply beginning with the 10th page onward). For example,
    (a) A 9-page paper with one full page of references = $0 OPC.
    (b) A 10-page paper with one full page of references incurs $200.00 in OPC.
  2. For Regular papers that have less than one full page of references, and the paper totals 9+ pages, OPC incur from the 9th page onward. For example,
    (a) A 9-page paper with less than one full page of references = $200 OPC.
    (b) A 10-page paper with less than one full page of references $400.00 in OPC.
  3. For Communications that have at least one full column of references, and the Communication exceeds 4+ pages, the author receives the 5th page free of OPC (fees apply beginning with the 6th page onward). For example,
    (a) A 5-page paper with at least one full column references = $0 OPC.
    (b) A 6-page paper with at least one full column incurs $200.00 in OPC.
  4. For Communications that have less than one full column and the Communication exceeds 4+ pages, the author incurs OPC beginning with the 5th page onward. For example,
    (a) A 5-page paper with less than one full column of references = $200 OPC.
    (b) A 6-page paper with less than one full column of references incurs $400.00 in OPC.

If the author will not agree to pay mandatory charges, the author will be required to reduce the length of manuscript prior to final acceptance and scheduling for publication - Paper submission to be reduced to eight printed pages plus one full page of reference; Communication submission to five printed pages including at least one full column of references. The above policy has no relationship to requests by the Editor to reduce very long manuscripts prior to technical review. [Top]

MANUSCRIPT TYPES:

  • PAPERS may be any length from one to 15 journal pages and are subjected to review by the Editor, Associate Editors, and their staff of reviewers. Because of limited space available in the TRANSACTIONS, manuscripts that exceed 15 pages in the IEEE two-column format will not be considered. Each paper must have an abstract of about 150 words. Authors should allow approximately 12 weeks for the initial review cycle. Authors are encouraged to make their initial submissions as short as possible. Upon being informed that the paper has been accepted for publication, author will be required to provide electronic files for the entire paper including figures and captions, references, author biographies, and footnotes.   • COMMUNICATIONS are narrower in scope and shorter than PAPERS. They will typically cover an extension of previous work or provide new insight on a specialized topic. As a result, the review of past work will be limited to the key material. The manuscript length is normally up to four journal pages (two-column template) and should not exceed six jornal pages. COMMUNICATIONS are subjected to the same rigorous review as used for PAPERS.
  • COMMENTS are brief notes containing remarks (and Authors' replies) as well as corrections on technical matters related to previously published manuscripts. They go through the regular peer-review process.
  • REVIEW PAPERS Exceptional review article proposals may be submitted for consideration by the Editorial Board. Author(s) interested in preparing an exceptional review article should send a proposal to the Editor-in-Chief with the following information: 1. Title 2. Abstract 3. List of author(s) 4. Short bio for each author 5. List up to the top 10 most impactful publications by each author in the field of the review paper, listing first the articles appearing in the IEEE TRANSACTIONS ON ANTENNAS AND PROPAGATION and the number of Google Scholar citations for each of the publication items. In the event the same article is coauthored by more than one member of the review article team, it is sufficient to list it only once. 6. Explanation of why the proposed review paper is important to the Antennas and Propagation Society. 7. Identify if other recent review papers in the area exist and explain in what way the proposed review paper differs and adds to the available literature. Once the proposal is received, it will be considered by an ad hoc committee of the Editorial Board consisting of at least two Track Editors and three Associate Editors. If the proposal is accepted, then the Author(s) will be invited to submit a full paper that will be reviewed using the same IEEE standards as for any original research article. There will be no overlength page charges for the first 12 pages of the manuscript. Two additional pages will not incur overlength page charges, provided that these pages are used only for references.

ILLUSTRATIONS:

Illustrations should be kept to a minimum. Letters and symbols should be large enough to be readily legible when the drawing is reduced to a one-column width. For final versions, electronic graphics must be provided as separate files. Color figure can appear in the print version of the article for an additional charge of $275 USD per printed color figure. Alternatively, figures can appear in color online and grayscale in print without incurring this additional cost. Details on this option will be provided upon manuscript acceptance. SUPPORTING DOCUMENT:

According to the IEEE Publication Services and Products Board (PSPB) Operations Manual, it is the responsibility of authors to disclose if the manuscript has been published previously, is still under active consideration by another publication, or is closely related to any submitted/published conference or journal paper. Authors should include any closely related work as "supporting document" in the submission record if it is not available in the public domain.

For ease of reference, authors are required to attach to their manuscript a front page that contains the four questions and answers in Step 5: Details & Comments. Please upload the front page as “Supporting Document” in the submission record. The questions are as follows:

  1. What is the problem being addressed by the manuscript and why is it important to the Antennas & Propagation community? (limited to 100 words).
  2. What is the novelty of your work over the existing work? (limited to 100 words).
  3. Provide up to three references, published or under review, (journal papers, conference papers, technical reports, etc.) done by the authors/coauthors that are closest to the present work. Upload them as supporting documents if they are under review or not available in the public domain. Enter “N.A.” if it is not applicable.
  4. Provide up to three references (journal papers, conference papers, technical reports, etc.) done by other authors that are most important to the present work. Enter “N.A.” if it is not applicable.

PAGE PROOFS:

Page proofs are sent to each principal author just prior to publication of the paper. Minor and typographical errors should be noted and corrected according to the instructions enclosed with the proofs. Major changes required to correct errors in the author's manuscript will not, in general, be permitted. In order to avoid the need for a major change, the author should proofread her/his manuscript very carefully. [Top]

PUBLICATION POLICY:

The author must ascertain that any clearance, company or foundation release, necessary for publication of the paper in this TRANSACTIONS has been obtained. If the paper or any modification of it has been published in the public literature, the author must indicate this in the letter of transmittal accompanying the submitted paper. [Top]
